Safaricom Ethiopia Is Rapidly Challenging Ethio Telecom’s Market Dominance

For decades, Ethio Telecom has dominated Ethiopia’s telecommunications industry. But the arrival and rapid expansion of Safaricom Ethiopia has changed the competitive landscape.

Safaricom, Kenya’s largest telecommunications operator, entered Ethiopia with ambitions that extend far beyond simply becoming another mobile network provider.

Its growing customer base, expanding 4G network and M-PESA digital financial services are putting increasing pressure on Ethio Telecom.

But is Safaricom actually taking over Ethiopia’s telecom market?

Not yet.

Ethio Telecom remains overwhelmingly larger in terms of customers and nationwide network reach. However, Safaricom Ethiopia is growing quickly enough to become a serious long-term competitor.

Ethio Telecom Still Dominates the Market

Ethio Telecom remains the undisputed market leader.

The state-owned operator reported 90.12 million total customers, including 72.09 million active mobile subscribers, for its 2025/26 budget year.

Its enormous customer base gives Ethio Telecom a substantial advantage over Safaricom.

The company also has the benefit of decades of infrastructure investment and an established relationship with Ethiopian consumers.

Ethio Telecom’s telebirr digital financial platform has also become a major part of the country’s digital economy.

This makes it extremely difficult for a new competitor to displace the company in the short term.

Safaricom Ethiopia Is Growing Fast

Safaricom Ethiopia’s progress, however, has been significant.

The operator has rapidly expanded its network and customer base since launching commercial operations.

Safaricom Ethiopia reached millions of customers within a relatively short period, while continuing to invest heavily in network infrastructure.

Its growth is particularly important because Ethiopia has one of Africa’s largest populations and enormous potential for mobile internet and digital financial services.

For Safaricom, the Ethiopian market represents an opportunity to replicate some of the success it achieved with M-PESA and mobile connectivity in Kenya.

M-PESA Could Be Safaricom’s Biggest Weapon

One of the most important parts of Safaricom’s Ethiopian strategy is M-PESA.

In Kenya, M-PESA transformed Safaricom from a telecommunications company into a major digital financial-services platform.

Safaricom is attempting to build a similar ecosystem in Ethiopia.

M-PESA Ethiopia allows customers to make digital payments, transfer money and access other financial services through their mobile phones.

However, Safaricom faces a formidable competitor in telebirr, Ethio Telecom’s digital financial-services platform.

Telebirr already has a huge customer base, meaning Safaricom must convince Ethiopian consumers and businesses to adopt another digital-payment ecosystem.

Safaricom Is Expanding Network Coverage

Network coverage will be another major battleground.

Safaricom has continued investing in additional network sites and expanding 4G coverage across Ethiopia.

The company’s strategy is particularly focused on increasing access to high-speed mobile internet.

This is important because Ethiopia’s telecommunications market is moving beyond traditional voice calls.

Data, smartphones, mobile applications, streaming, cloud services and digital payments are becoming increasingly important sources of growth.

Safaricom therefore has an opportunity to compete by offering a strong mobile-data experience rather than relying solely on traditional voice services.

Why Ethiopia Matters So Much to Safaricom

Safaricom’s expansion into Ethiopia is strategically important for its parent company, Safaricom PLC.

Kenya remains Safaricom’s core market, but Ethiopia provides access to a significantly larger population.

If Safaricom can successfully establish itself as a major operator in Ethiopia, the company could create another enormous revenue and growth opportunity.

It could also strengthen Safaricom’s position as one of Africa’s leading telecommunications and fintech companies.

Can Safaricom Overtake Ethio Telecom?

That is the bigger question.

In the short term, an outright takeover of the market is unlikely.

Ethio Telecom has a massive customer advantage, extensive infrastructure and a deeply established brand.

Safaricom is starting from a much smaller base.

However, the long-term picture is more interesting.

If Safaricom continues to grow customers rapidly, expands network coverage and successfully scales M-PESA, the competitive gap could gradually narrow.

The company does not necessarily need to overtake Ethio Telecom immediately.

Capturing a significant share of Ethiopia’s mobile-data and digital-finance markets could already make the Ethiopian operation highly valuable.

The Bigger Battle Is About Digital Services

The competition between the two companies is also evolving beyond traditional telecommunications.

The next phase of Ethiopia’s telecom market is likely to involve:

  • Mobile broadband
  • 4G and eventually more advanced networks
  • Digital payments
  • Mobile banking
  • Enterprise connectivity
  • Cloud and digital services
  • Smartphone adoption
  • Fintech
  • Digital commerce

This means the winner may not simply be the company with the most SIM cards.

The operator that builds the strongest digital ecosystem could have a major advantage.

What This Means for Kenya

Safaricom’s Ethiopian expansion is also important for Kenya.

Safaricom has already demonstrated how a telecommunications company can build a powerful ecosystem around mobile connectivity and digital payments.

If its Ethiopian strategy succeeds, it could provide Safaricom with another major growth engine outside Kenya.

It could also strengthen Kenya’s position as a source of telecommunications and fintech expertise for the wider African market.

Safaricom vs Ethio Telecom: Who Has the Advantage?

For now, Ethio Telecom has the clear advantage in scale.

But Safaricom has something different: rapid growth and a proven telecommunications and fintech model from Kenya.

The competition is therefore likely to become more intense as both companies invest in network infrastructure, mobile data and digital financial services.

Rather than Safaricom “taking over” Ethio Telecom’s market today, what we are seeing is the emergence of a serious challenger to Ethiopia’s long-standing telecommunications giant.

Final Verdict

Ethio Telecom remains Ethiopia’s dominant telecom operator, but Safaricom Ethiopia is becoming an increasingly important competitor.

The real story is not whether Safaricom has already overtaken Ethio Telecom.

It hasn’t.

The more important question is how much of Ethiopia’s rapidly growing digital economy Safaricom can capture over the next five to ten years.

If Safaricom continues expanding at its current pace, Ethiopia could become one of the company’s most important markets outside Kenya—and one of Africa’s most closely watched telecom battlegrounds.
