Telenor has picked Red Hat’s cloud-native and AI platforms to power a sovereign AI Factory in Norway. This is aimed at delivering secure, in-region AI infrastructure for enterprise and public sector customers.

The Telenor AI Factory is built on Red Hat OpenShift AI and powered by NVIDIA GPUs. It is designed to support large-scale AI model training, inference, retrieval-augmented generation (RAG) and agentic AI workloads. The platform enables organisations to process sensitive data within national borders, addressing growing European requirements around data residency and digital sovereignty.

Telenor’s infrastructure spans two Norwegian sites and runs on renewable energy. It also supports multi-tenant customers across both public and private sectors.

The core environment for building and deploying AI applications is provided by Red Hat OpenShift AI, while Red Hat OpenShift Platform Plus provides the underlying cloud-native foundation. Red Hat Ansible Automation Platform is used to automate operations and scale infrastructure.

According to Telenor AI Factory CEO Kaaren Hilsen, the platform is designed for “flexibility and portability, with no lock-in,” leveraging Red Hat’s open-source technologies to provide transparency and control. “Telenor is focused on delivering dependable technologies for organisations looking to enhance operational resilience and drive AI-powered innovation. Telenor AI Factory and Red Hat collaborate as one team – we get in rooms together to jointly problem-solve and push forward,” added Kaaren.

Rich Stephens, vice president, EMEA Telecommunications, Red Hat, said, “Telenor AI Factory is leading the way in rolling out sovereign cloud for the enterprise and Red Hat is excited to bring our experience of open innovation and flexible platforms to support delivery of these diverse and complex services.”
