Kenya’s technology, legal and digital policy communities are mourning the sudden passing of Rosemary Koech-Kimwatu, a respected professional remembered for her contribution to technology policy, data protection and digital governance.

The Technology Service Providers Association of Kenya (TESPOK) joined members of the ICT, legal and technology policy fraternity in expressing condolences following her death.

Koech-Kimwatu was described as a visionary leader, mentor and steadfast champion of technology policy, data protection and digital governance in Kenya and across the wider region.

Her passing has left colleagues and professionals across Kenya’s technology ecosystem reflecting on the impact she made in a sector that continues to evolve rapidly.

A Voice for Kenya’s Digital Transformation

Kenya has emerged as one of Africa’s leading technology markets, driven by mobile money, digital financial services, cloud computing, e-commerce, artificial intelligence and expanding digital government services.

But technological growth also requires strong policies, responsible data practices and effective digital governance.

This is the space in which professionals such as Koech-Kimwatu made an important contribution.

Technology policy determines how digital innovation interacts with issues such as privacy, data protection, cybersecurity, consumer rights and responsible use of emerging technologies.

As Kenya’s digital economy has expanded, these issues have become increasingly important to businesses, government institutions and ordinary citizens.

Remembered as a Mentor and Leader

Beyond her professional contribution, Koech-Kimwatu is being remembered for her leadership and mentorship.

TESPOK described her as a person whose dedication and warmth made a lasting impression on those who worked with her.

For colleagues in the ICT and legal communities, her contribution went beyond individual projects or professional responsibilities.

She was part of a broader community working to ensure that Kenya’s digital transformation was supported by sound policy and governance.

That role is particularly important at a time when emerging technologies are creating new questions around how personal data is collected, processed and protected.

Why Data Protection Matters More Than Ever

Kenya’s digital economy increasingly depends on personal and business data.

Mobile applications, digital banking platforms, online shopping services, government portals and social media platforms all process significant amounts of information.

Artificial intelligence is now adding another layer to the conversation.

AI systems can process enormous amounts of information, creating opportunities for innovation while also raising questions about privacy, consent, security and responsible data use.

The work of technology policy and data protection professionals therefore remains critical to ensuring that digital transformation benefits society without compromising people’s rights.

A Wider Loss for the Technology Ecosystem

The response to Koech-Kimwatu’s passing highlights how interconnected Kenya’s technology ecosystem has become.

The ICT industry increasingly brings together engineers, developers, lawyers, policymakers, regulators, entrepreneurs, researchers and technology executives.

Professionals working at the intersection of these fields play an important role in shaping how technology develops.

Koech-Kimwatu’s work placed her within that broader ecosystem, where technology policy and legal frameworks help determine how innovation is adopted and governed.

Her absence will therefore be felt beyond one organisation or professional community.

Kenya’s Digital Future Needs Strong Voices

Kenya is entering a new phase of technological development.

Artificial intelligence is becoming more accessible. Digital financial services continue to expand. Businesses are moving more operations online, while government services are increasingly being delivered digitally.

At the same time, cybersecurity threats, data privacy concerns and questions around responsible technology use are becoming more complex.

This means Kenya needs professionals who can connect technology, policy, law and governance.

The legacy of people who have contributed to that conversation becomes increasingly important as the country navigates its digital future.

Tributes and Condolences

TESPOK extended its heartfelt condolences to Koech-Kimwatu’s family, friends, loved ones and colleagues during this difficult period.

Her passing represents a significant loss to Kenya’s ICT, legal and technology policy communities.

While the technology sector will continue to evolve, the people who helped shape its foundations are an important part of its history.

Rosemary Koech-Kimwatu will be remembered by colleagues and members of Kenya’s digital community for her leadership, mentorship, dedication and contribution to the country’s digital transformation.

May her soul rest in eternal peace.
